The Board of Directors met at the American Motorcyclist Association (AMA) HQ in Pickerington, Ohio (USA) on 2 October for its third meeting in 2025, ahead of the FIM Motocross of Nations to be held in Crawfordsville, Indiana (USA) on 4 & 5 October.
On this occasion, the Board addressed several topics, in particular the following:
Sport: All disciplines were discussed with a focus on the FIM Speedway World Championship, the FIM Endurance World Championship, the FIM SuperMoto World Championship, the FIM FreestyleCross World Cup & World Championship, the FIM X-Trial World Championship promotion contracts as well as the FIM Enduro World Championship, the FIM Sidecar World Championship and the FIM SidecarCross World Championship. The FIM Womens’ Speedway World Cup was created alongside the FIM Women’s Speedway Gold Trophy and the Board also agreed to the creation of the FIM Bagger World Cup. These changes will be submitted to the next General Assembly for approval. In addition, new and revised classes/categories in FIM World Championships and FIM Prizes were approved. The TrialGP Working Group presented its report to the Board and highlighted the need for harmonisation. In addition to the FIM SurperEnduro World Championship, electric motorcycles are also eligible to compete along with internal combustion engines in the 2025 FIM Supercross World Championship. The Board reiterated that FIM Homologated Helmets – phase 2 (FRHPhe-02) will be mandatory in all disciplines as of 2026. The CCP Track Licences will henceforth be valid only for one specific round of the FIM World Championship and/or Prizes and would have to be renewed for each event thereafter. A FIM Motocross Safety Working Group, composed of representatives from FMNs, Promoters, MSMA and FIM Officials, was created to standardise safety aspects and establish safety guidelines. Its first meeting will take place in the framework of the 2026 FIM Commissions’ Conference. The scope of CONU licences was changed to ensure that FIM Continental Licences and FIM World Championship Licences are the only ones accepted for Continental Championships, and that no other licences without insurance coverage shall be accepted. The Board agreed on an administrative fee for the management, usage and availability of the NMFP calendar to FMNs. Discussions related to the next edition the FIM Intercontinental Games (ICG) were held.
Finance: The Board agreed on a 2026 budget which will be presented to the General Assembly for approval. In addition, the updated 2025 forecast was shared.
Strategic Plan: The Board approved a FIM revised vision, amended values and strategic objectives which will be submitted to the General Assembly for approval.
Affiliations: The Board decided to re-submit the expulsion of Paraguay (FEPAM), the affiliations of Paraguay (FEMOP), Rwanda (RAC) and Maldives (RAM) as well as the re-affiliation of Algeria (FASM) for approval to the General Assembly.
Situation in Ukraine: The Board of Directors reiterated its sympathy and solidarity with all those suffering, as a result of the Russian invasion of Ukraine. After having carefully considered the situation, the Board once again confirmed the decisions made during its extraordinary meeting on 5 March 2022. One of the consequences of these decisions is that no Russian and Belarusian riders, teams and officials can participate in FIM events and activities (FIM World Championships and FIM Prize Events) until further notice. The FIM will continue to monitor the evolution of the situation, taking into account the specificity of motorcycle sport.
Liaison with FMNs/CONUs: FIM Africa’s, FIM Europe’s and FIM North America’s revised Statutes were approved by the Board. An update was provided on the discussions held and issues addressed during the FMN/CONU Secretaries General meeting hosted recently by the Auto-Cyle Union (ACU) in Oxford (Great Britain). In addition, the results of the FMNs’ Biennial Survey as well as a report on the FMN/CONU liaison initiatives and activities were shared.
Racing Motorcycle Museum (RMM): It was reported that the transformation works were well underway with most of renovation works and technical installation being completed. The content of the future Racing Motorcycle Museum was currently being collected. The partner for the Paddock-Café was selected. The Canton de Vaud representatives and the Mayor of Mies were invited to visit the museum construction site. The grand opening of the museum, to be managed by the International Foundation for Motorcycling (IFM) as well as the first-ever induction ceremony to the FIM Hall of Fame, will take place in the presence of the World Champions in the framework of the 2025 FIM Awards on 6 December.
Marketing and Digital: Key data on the FIM Flat Track World Championship as well as the 2025 6DAYS edition were presented to the Board. In addition, the Ride to FIM Awards webisodes consisting in four episodes to promote the FIM and Lausanne area – welcoming the 2025 FIM Awards edition – were revealed.
Commissions/List of Judges: The following changes were made to the composition of the FIM Commissions / List of Judges:

- CCP – New Member, Mr Jacob OLSEN (DMU)
- CEN – New Member, Mr Mario JAKOWSKI (CMA)
- CFM – New Member, Ms Alona BEN NATAN (IMSF)
- LJI – New Judge, Ms Elena ZUCCONI GALLI FONSECA (FMI), subject to the confirmation of the General Assembly
- LJI – New Judge, Mr Peter DAVIS (MA), subject to the confirmation of the General Assembly
- The Board further ratified the withdrawal of CCP Members Mr Mikael KARLSSON (SVEMO) and Mr Anders SECHER (DMU).
Technical Certification Committee: Adjustments in the composition of the FIM Technical Certification Committee for the certification of competition motorcycles were made.
Awards & Recognition: The Board awarded distinctions as well as honorary memberships, subject to approval by the General Assembly.
Amendments to the Codes: The Board approved amendments to the Statutes, By-Laws and Sporting Code as well as new calendar and licence fees that will be submitted to the 2025 General Assembly for consideration. Several amendments to the Disciplinary Code, Medical Code as well as to the Anti-Doping Code were also validated by the Board.
International Foundation of Motorcycling (IFM): The Board was informed that the 2024 audited financial statements and management report had been approved by the Foundation Board as well as the Swiss supervisory authority for the foundations. It was also reported that the IFM tax exempted regime, initially granted until the end of 2024, was renewed for an indefinite period.
FIM General Assemblies and FIM Awards: A progress report on the 2025 and 2026 General Assemblies and FIM Awards to be held on 5 & 6 December 2025 in Lausanne (Switzerland) and on 27 & 28 November 2026 in Monaco respectively were provided.
FIM Commissions Conference: The 2026 FIM Commissions Conference will be held from 3 to 9 February 2026 in Lyon (France).
The CONU Presidents, Board Committees, Working Groups and Departments of the Administration presented their progress reports on their respective projects.
