FIM announces 2024 General Assembly decisions


The 2024 FIM General Assembly was held on 6 December 2024 in Palma (Mallorca, Spain) in the presence of 95 National Federations (FMNs), in the framework of a full week of meetings including the FIM Board of Directors meeting, the International Foundation for Motorcycling (IFM) Board meeting as well as the 2024 FIM Awards, the prize-giving ceremony to celebrate the 2024 FIM World Champions and Trophies winners.

The following topics were submitted to the delegates of the National Federations attending the 2024 General Assembly:

Report from the President: An overview of the main 2024 sporting and beyond sport activities was presented alongside with the initiatives completed to celebrate the 120th anniversary of the FIM which included the construction of the FIM’s new Headquarters – built in 20 months – in line with the budget approved by the General Assembly in 2022, and whose grand opening took place on 10 October 2024 with the attendance of 400 guests and FIM Family Members; a new FIM logo and brand identity; the launch and success of the Intercontinental Games in Jerez (Spain) – whose first edition was won by FIM Europe; a new hospitality unit; the FIM X-Trial World Championship event in Geneva (Switzerland) with the attendance of the Board of Directors Members; new FIM branded uniforms, a dinner at the Restaurant Pavillon Ledoyen in Paris (France) with the FIM founding Federations; the first ever FIM Anthem; the editing of a book retracing the Federation’s highlights from 1904 to 2024, a book on the construction of the new FIM HQ as well as a special edition of the 2024 Yearbook; and the start of the transformation of the former FIM HQ into the Racing Motorcycle Museum to be inaugurated on 6 December 2025 together with the 2025 FIM World Champions in the framework of the 2025 FIM Awards to be held in Lausanne (Switzerland). In addition, the President mentioned the disciplinary changes agreed on, such as the creation of the International Court of Appeal (CAI); the Court of Arbitration for Sport will no longer be applicable except for doping cases. The creation of a common basis for CONU statutes was stressed. Finally, the President underlined the sound financial situation of the FIM and reminded the assistance provided to FMNs and CONUs.

Affiliations: The affiliations of Kosovo (FMKS) and Uzbekistan (NAFKU) were approved, bringing up to 123 the total number of National Federations.

Finance: The General Assembly approved the 2023 Financial Statements and the 2025 budget.

Elections: Mr Abdulrahman AL-MANNAI (QMMF), Mr Ignacio VERNEDA (RFME) and Mr Håkan LEEMAN (SVEMO) were re-elected for a 4-year term as members of the FIM Board of Directors.

Sports: All disciplines were presented with a particular focus on the success of the FIM Women’s Circuit Racing World Championship; the upcoming changes in Superbike and MotoGP regulations; the Yamaha R3 bLU CrU Series upgraded to an FIM World Cup; the creation of the FIM Endurance World Trophy, the reform of Trial - shorter and faster; the creation of the FIM Women’s X-Trial Trophy in 2025; the electric motorcycles competing alongside the internal combustion engine machines in the SuperEnduro World Championship; the Sand Races World Cup upgraded to World Championship level as well as the Speedway SGP4 becoming a class of the SpeedwayGP World Championship. The validity of FIM World Championships licences was extended to Continental Events. The General Assembly agreed on the creation of the Classic Motorcycles Commission (CMC) in 2025. Programmes and initiatives related to safety were stressed. The success of the first-ever Medical Summit that took place in the framework of the 2024 FIM Commissions Conference as well as the new collaboration with the International Testing Agency (ITA) were mentioned.

Beyond Sport: Initiatives related to women, sustainability, touring and mobility were highlighted such as the Women’s Speedway Academy; the FIM equal gender opportunities guidelines; the KiSS programmes; the CTL Advantage Card as well as the manifesto presented at the European Parliament. In addition, the FIM Heritage Programme, together with L’Amicale Spirit of Speed, was presented, as well as the FIM Future Leaders programme, an initiative bringing together academic excellence and practical sports management expertise.

List of International Judges (LJI): The appointment of Mr Piotr PIEKUTOWSKI as member of the LJI was confirmed.

Amendments to Codes and Regulations: The General Assembly agreed on the amendments to the Statutes and By-Laws as well as to the Sporting Code, including the new calendar and licence fees proposals.

2025 General Assembly and FIM Awards: The candidature of Lausanne (Switzerland) was retained to host the 2025 FIM General Assembly and FIM Awards on 5 & 6 December.

2025 Commissions Conference: The Conference will take place at the new FIM HQ in Mies (Switzerland) – whose Federations room can accommodate 300 people – and in Divonne-les-Bains (France) from 4 to 10 February 2025.

International Foundation for Motorcycling (IFM): A progress report on the 2024 activities was outlined. The 2023 audited financial statements and management report had been approved by the Foundation Board along with the Swiss supervisory authority for the foundations.

Reports: In addition, the CONU Presidents, the Board Committees Chairs, the Working Groups Chairs, the Commission Directors and the Directors of the Administration Departments presented their respective progress reports.

Distinctions: The General Assembly approved to grant the honorary membership to Mr Tony STEELE (ACU), Honorary CCP Member – posthumously. The FIM Motorcycling Merit Diploma was awarded to Mr Akira GOTO (MFJ). The FIM Family Trophy was presented to the Federation Motorcycling of Ukraine (FMU) as a special solidarity prize for the reconstruction of the infrastructure of the mototrack STC ”SONA” that had been destroyed following the Russian invasion in February 2022. Mr Moreno CRESTALE won the 2024 FIM Touring World Challenge Rider and Moto Clube do Porto received the 2024 FIM Touring World Challenge Club.

FMNs anniversaries: Seventeen FMNs were congratulated, namely 10 years for Fédération Malagasy de Motocyclisme (FMaM); 30 years for National Motorcycle Sports & Safety Association (NAMSSA); 40 years for Libyan Motorcycle Federation (LMF) and Namibia Motorsport Federation (NMSF); 60 years for Zambia Motor Sports Association (ZMSA); 70 years for Federation of Automobile and Motorcycle Sports of China (CAMF), Federación Ecuatoriana de Motociclismo (FEM), Federación de Motociclismo Costarricense (FMCR) and Federación Uruguaya de Motociclismo (FUM); 100 years for American Motorcyclist Association (AMA), Automobile and Touring Club of Egypt (ATCE), Hrvatski Motociklistički Savez (HMS), Latvian Motosport Federation (LaMSF); 110 years for Danmarks Motor Union (DMU) and Fédération Motocycliste Suisse (SWISS MOTO); and 120 years for Autoclub of the Czech Republic (ACCR) and Koninklijke Nederlandse Motorrijders Vereniging (KNMV).

FIM President, Jorge Viegas reflected on this year’s General Assembly by saying: “I could not imagine a better venue than Palma de Mallorca with a fantastic organisation to host the FIM year-end events and to magnificently conclude this celebration year of the 120 years of the FIM. I would like to thank the representatives from our many National Federations and other members of the FIM Family who have been in attendance. Planning for 2025 is already underway but before we look ahead to the new season, it was a good moment to reflect and celebrate together all the 2024 FIM World Champions and FIM Trophy winners at the FIM Awards as the beautiful island of Mallorca hosted it for the first time. I hope everyone involved had a truly memorable evening.”
