The 2021 FIM General Assembly was held on 3 December 2021 in Monaco and by videoconference on 3 December 2021 in the framework of a full week of meetings regrouping Continental Union (CONUs) General Assemblies, the International Foundation for Motorcycling (IFM) Board meeting as well as the 2020-2021 FIM Awards, the FIM prize-giving ceremony awarding the 2020-2021 World Champions.
The following topics were submitted to the delegates of 75 national federations (FMN) present during this face-to-face and remote FIM General Assembly which featured an electronic voting system:
FIM President: The report from the FIM President was unanimously approved. The main items addressed included the following: financial assistance provided to the FIM members; current and future contracts with FIM Championships Promoters; information regarding the 2021 sporting and non-sporting season; new safety regulations in circuit racing, success of FIM MiniGP World Series, sound limitation for Motocross, Enduro and Cross-Country disciplines, status of the Vnuk case, as well as the continuation of the project “insurance for all riders in the world”.
Legacy project: The FIM has the duty to preserve its social, cultural and historical legacy. The project of transforming the current FIM headquarters into a motorcycle sport museum and Halle of Fame and building a new administrative building with a space dedicated to the technical laboratory (FIM Tech Lab) was strongly supported and agreed by the General Assembly.
Finance: The General Assembly approved the 2020 financial statements and the 2022 budget.
Appointment: Mr Santiago PUIG VILADOMIU was appointed member of the List of International Judges (LJI) until the end of 2022.
Sports: All disciplines were presented with a particular focus on the new technologies (electric Trial, E Xplorer, MotoE); the growing interest for vintage events and the safety regulations in all disciplines was highlighted.
FMNs/CONUs: The affiliation of Ivory Coast (FMCI) was approved, bringing up to 116 the total of national federations affiliated to the FIM. The outcome of the 2021 survey addressed to the national federations, to which 85% of the FMNs responded, was shown to the General Assembly . Testimonials from the Malaysian Federation and the FIM Latin America Trial Commission in the framework of the fund for the promotion of motorcyclists’ activities, allocating more than CHF 1Mio per year to FMN/CONU projects, were well received.
Amendments to the FIM Statutes and By-Laws: All amendments to the FIM Statutes and By-Laws were approved except a proposal put forward by the Hellenic Sporting Motorcyclists Federation (AMOTOE) relating to the procedure applicable to elections.
Amendments to the FIM Sporting Code: The General Assembly approved the amendments to the Sporting Code and the new calendar and licence fees proposals.
IFM: The main IFM activities of 2021 were presented to the General Assembly and a first version of the Foundation website was shown. The IFM Board hosted its second meeting on 4 December 2021 in the framework of the FIM events in Monaco. Items such as the 2022 budget and activities, appointments of external auditors for 2022 and members of the contributors’ advisory council were addressed during this meeting.
2022 FIM General Assembly and FIM Awards: The city of Rimini in Italy will host the 2022 General Assembly and FIM Awards.
2022 Commissions Conference: The event will take place in Divonne-les-Bains (France) on 12-13 February.
In addition, the Chair of the Strategic Plan Committee, the CONU Presidents, the Commission Directors and the departments of the Administration presented progress reports on their respective activities.
FIM Awards and Recognitions and FMN Anniversaries: The gold medal Nicolas Rodil del Valle was awarded to Mr Fujio YOSHIMURA, President of Yoshimura Japan, in recognition of his international active role in the practice, promotion and development of motorcycling. Mrs Beatrice FAZI collected the silver medal Nicolas Rodil del Valle awarded posthumously to her father Mr Fabio FAZI, CTI Director, for his long-term service, commitment and dedication to the FIM.
Three honorary memberships were approved by the General Assembly namely:
• Mr Andrzej WITKOWSKI (PZM), Honorary Vice-President
• Mr Johan Pieter RIBBINK (KNMV), Honorary CMS Member (posthumously)
• Mr Wojciech GRODZKI (PZM), Honorary CCP Member (posthumously)
In addition, the FIM General Assembly recognized the winners of the 2020 FIM Touring World Challenge Mr Juan NOGUEROL, 2021 FIM Touring World Challenge, Mr Santiago Garcia RUIZ as well as 2020 and 2021 FIM Touring World Challenge Club, the Moto Clube do Porto.
The FIM Solidarity Trophy winners were celebrated namely: ACCR (Czech Republic), AMOTOE (Greece), AMZS (Slovenia), BMF (Bulgary), EMF (Estonia), FESAMOTO (Salvador), FMA (Andorra), FMI (Italy), IMI (Indonesia), NAMSSA (Philippines), NASA (Nepal), PZM (Poland), RFME (Spain), TMF (Turkey) and FIM ASIA.
The 2021 Environmental Honorable Mention was awarded to MXGP Spain for the project “MXGP World Championship Arroyomolinos (Madrid).
Nine FMNs were congratulated on their anniversaries in 2020: 10 years for LMC (Lebanon); 20 for BMS (Botswana), 30 for CTMS (Chinese Taipei) & FMP (Portugal), 50 for CFM (Colombia) & GMAC (Guam), 70 for PZM (Poland) & FMV (Venezuela) and 90 for LaMSF (Latvia). Eight FMNs were congratulated on their anniversaries in 2021: 10 years MS BiH (Bosnia and Herzegovina), 20 for KMSF (Kenya), 30 for CAMOD (Argentina), 50 for MAFIRI (Iran), 60 for Japan (MFJ), 100 for AMSS (Serbia) & EMF (Estonia) and 110 for FMI (Italy).

The FIM has shown its capacity to overcome crisis and to reinforce its position as a strong global actor. We can be proud of the tremendous achievements during 2021. I am looking forward to another exciting 2022 sporting season and to celebrating the next world champions altogether in Rimini (Italy).”
